Organ and Blood Donation

Is a PBCC member's donation of organs or blood an individual exercise? Do individual Gospel Hall Trusts vote on it? Or, contrary to the claim of autonomy in each gathering, are members directed by what may suit a universal leader's position at any one particular time?

I seem to recall that EB were more than happy to receive blood transfusions, but not so forthcoming with donations.
